The division oversees the development project the Department include infrastructure, procurement of laboratories equipment, training of staffs and implementation and coordination of information technology.
Infrastrucutres activities include building of new laboratories and upgrading of the existing ones.

Development Unit
(1) Procurement
- Administrating and coordinating the Departments development projects
- Managing and documenting tender and quotation document
- Documenting supply/service/work contracts
- Organising, approval and monitoring application to procurement/purchasing of instrument including managing payments and applications to MOSTI, Ministry Of Finance, Ministry Of International Trade and Industry(MITI)
(2) Finance and Accounts
- Monitoring allocations for projects and expenditure and status of implementation
(3) Infrastructure
- Coordinate planning for infrastructure development and procurement of equipment.
- Liaising with the Ministry of Science, Technology and Innovation, Public Services Department, Finance Ministry, Economic - Planning Unit, Prime Minister's Department and other government departments.
Training UnitOrganising training and courses based on work functions for the laboratory technical staff and coordinating all courses for the Department including overseas technical courses to ensure a productive, knowledgeable and skilled work force.
The Unit is also responsible for :
Placement of Industrial Training candidiates from local institution of Higher Education Providing facilities for high end technical training for other agencies.
Coordination of three(3) examinations for Department staff as follows :
- Peperiksaan Perkhidmatan (Subjek Jabatan) Bagi Pembantu Makmal Gred Dalam Percubaan C17 .
- Peperiksaan Perkhidmatan Bagi Penolong Pegawai Sains Dalam Percubaan Gred C27.
- Peperiksaan Khas Bagi Memasuki Skim Perkhidmatan Penolong Pegawai Sains Gred C27(KPSL).
IT Unit
The IT Unit is responsible for managing the Department ICT systems. These includes the task of :
- Assisting in coordinating Laboratory Information Management Systems (LIMS), LIMS-Client Enquiry System, department's website, Intranet and KIOSK
- Providing technical services and consultation, staff and user training, email and network maintenance. Preparation of updated IP addresses and its documentation.
- Backup services for all ICT systems such as eSPKB, LIMS, Chemwatch, ePEROLEHAN dan Hand Punch Reader
- Assisting in coordinating Sispen
- Assist procurement of ICT peripherals
